Cuttack Admin Declares Bali Jatra Ground ‘No Drone Zone’ From November 1-15

In preparation for the grand celebration of Bali Jatra 2025, one of Odisha’s most awaited and historic cultural festivals, the Cuttack district administration has announced the Bali Jatra ground as a ‘No Drone Zone’ from November 1 to November 15. The decision aims to ensure public safety, security, and smooth management of the event, which is expected to attract more than 50 lakh visitors from across the country and abroad. The restriction covers a 5-kilometre radius around the Lower and Upper Bali Jatra grounds, where the festival will be held. Under the order, the use of drones, UAVs (Unmanned Aerial Vehicles), para-gliders, para-motors, power hang gliders, micro light aircraft, and hot air balloons has been strictly prohibited during this period.
The directive has been issued by Cuttack Collector Dattatraya Bhausaheb Shinde under Section 14(1) of the BNSS Act, 2023, read with Section 163, as a precautionary step to maintain law and order, prevent aerial threats, and avoid potential accidents during the event. The move comes as part of the administration’s proactive measures to guarantee a safe, secure, and enjoyable experience for all attendees, including VVIPs and VIPs who will be visiting the festival.
The order clearly states that any violation of the “No Drone Zone” restriction will lead to seizure of the prohibited flying devices, reinforcing the administration’s commitment to maintaining security and compliance. However, it also mentions that prior permission may be obtained from the District Collector’s Office for any approved or official use of aerial equipment during the festival period.
The upcoming Bali Jatra festival, scheduled from November 5 to November 12, will be organised on a grand scale, covering over 60 acres across both the Lower and Upper Bali Jatra grounds in Cuttack. The festival holds immense cultural and historical significance, commemorating the rich maritime legacy of ancient Kalinga (modern-day Odisha) and its trade links with Southeast Asian countries like Indonesia, Bali, Java, and Sri Lanka. With elaborate cultural programs, traditional food stalls, handloom and handicraft exhibitions, and modern amusement zones, this year’s event is expected to attract record footfall and serve as a major platform to showcase Odisha’s tourism, culture, and craftsmanship.
